The Public Lending Right (PLR) scheme plays an important role in providing financial recognition to New Zealand authors for making books available in New Zealand libraries.
The Minister of Internal Affairs, Hon Brooke van Velden, is pursuing possible changes to the PLR scheme that can be delivered by the end of this Parliamentary term.
We are seeking your feedback on potential improvements to how PLR payments are determined and made. We aim to improve fairness, transparency and administrative efficiency to the extent possible, while keeping the scheme’s core focus on financially recognising availability of books in New Zealand libraries.
This email attaches an engagement document that provides detail on these potential improvements and includes questions for your consideration.
Please provide your feedback through this form: https://www.surveymonkey.com/r/D6W2V27
The form enables two ways of providing feedback: you can either choose to upload your own document as your feedback, or progress through the questions. The questions in the form are consistent with the questions asked in the document, with slight adjustments to better suit a survey format.
Please provide your feedback by midnight on 4 June 2026.
You can find background information on current rules (eligibility, surveys, calculation) on the National Library’s PLR guidance page and the New Zealand legislation website.
